• Sar-I-Pul - 4th with 12.4%
• Faryab - 3rd with 9.5%
• Daikondi - 2nd with 13.1%
• Bamyan - 3rd with 8.9%
• Jozjan - 2nd with 12.2%
• Baghlan - 2nd with 34.6%
• Takhar - 2nd with 23.8%
• Badakshan - 2nd with 30.1%
• Parwan - 2nd with 25.8%
• Kapisa - 2nd with 27%
• Panjsher - 4th with 0.8%
